Government Shutdowns and Koi Imports: Questions to Ask

A US federal funding lapse can change agency operations, but it does not mean every animal-import service stops. For koi owners and dealers, the useful response is shipment-specific verification: which services are needed, who will perform them, and whether the actual route is operating.

Do Not Assume All Inspections Stop

USDA’s FY2026 lapse plan identifies user-fee-supported APHIS activities, including animal import and export services, among activities that continue. That plan provides context, not a guarantee for a particular shipment or a future funding lapse. Check the agency’s current notices and the relevant office.

Identify the Requirements for the Shipment

Requirements vary with species, origin, destination and other circumstances. Have the importer identify the actual permits, certificates, inspections and port arrangements that apply. Start with APHIS’s regulated live-animal import information, then obtain case-specific confirmation. Do not apply another animal’s import instructions to koi.

Confirm Before the Fish Leave

Ask the importer and carrier whether the shipment is cleared to proceed, which offices have confirmed availability, and how delays would be handled. Get the plan in writing where practical. A news headline alone cannot establish that a flight, inspection or shipment has been canceled.

Make Fish Welfare Part of the Plan

A delay is not just a calendar inconvenience for live fish. Discuss responsibility for suitable holding conditions, monitoring, transport changes and communication before dispatch. Do not improvise a route around inspections or rely on an unofficial seller’s claim that requirements no longer apply.

Separate Costs from Predictions

Request the actual quote, fees and cancellation terms. A shutdown does not automatically establish a koi price increase, a canceled show or the disappearance of disease surveillance. Local club activities and private sales need their own confirmation.

Prepare the Receiving Pond Normally

Have a suitable quarantine system ready regardless of the political news. Funding uncertainty does not replace health precautions. Review the quarantine guide and keep records of the fish’s origin, transport and condition on arrival.
